I still need to read the bill, but seems like the Hutchinson/Shelby/Nelson/Mikulski team won the street fight in the senate on "updated" new NASA.

So HLV is still in play...

Yep, and Orion is...cancelled? Kind of is, kind of isn't. Work hasn't completely stopped on it, yet NASA isn't paying the bills either.

Atleast SpaceX is actively making progress on their DragonLab vehicle.

I have never seen such a state of confusion and apparently contradictory indications at NASA before.

I don't really know what to make of it.

It still seems likely that an Orion derivative (sans Moon service module) we be a leading competitor for the "rescue vehicle" NASA wants.  Also, the bill has a crewed vehicle in it.  Anyway the Senate bill is progress of the administration proposal.
