I have come across the idea of using the neutrons from the reactor to breed useful fuel out of heavy isotopes. What isotopes are best and how is breeding done ideally?

I am curious to know what safeguards are built into marine reactors in the event of the ship foundering. This is of course of particular relevence with warships since it is in the nature of warships to get sunk! D
